The City Administrator shall submit quarterly an investment report including an analysis of the status of the current investment portfolio and detailed investment transactions made over the last quarter. This report will be prepared in a manner, which will allow the City to ascertain whether investment activities during the reporting period have conformed to the investment policy. The report should be provided to the City Council and the City Administrator.
The City Council shall review investment strategies, portfolio diversification, maturity structure, economic outlook, rate of return on the portfolio, and compliance with the investment policy by reviewing these reports quarterly and by any discussions with city staff.
The reports shall be formally reviewed at least annually by an independent auditor if there have been marketable securities in the portfolio. The result of the review shall be reported to Council by that auditor. If there have been no marketable securities in the portfolio, this review by an auditor is not required. The quarterly investment report must be presented within 90 days of the end of the quarter reporting period.
